Please read these terms carefully before engaging PACR services. They outline our mutual commitments, limitations, and the framework of our advisory relationship.
Client acknowledges that PACR provides advisory and execution support designed to improve contract pursuit discipline and submission quality. PACR does not guarantee contract awards, revenue outcomes, or procurement decisions. PACR does not influence or interfere with government or institutional procurement processes. All award decisions remain solely at the discretion of the contracting authority.
Client retains PACR to provide strategic advisory and proposal acceleration support related to contract revenue pursuit. PACR will assist with positioning guidance, opportunity targeting, proposal readiness support, and submission discipline coaching.
Client acknowledges that PACR does not function as a prime contractor, staffing provider, or operational delivery partner. All final proposal submissions, pricing decisions, and execution responsibilities remain with the client.
Fees for services are non-refundable once engagement has commenced. Service fees are outlined in the selected engagement tier and confirmed prior to payment.
PACR provides structured advisory and proposal acceleration support within defined engagement limits. Continuous Pursuit engagements include support for up to ninety (90) days or five (5) proposal submissions, whichever occurs first.
Clients are responsible for timely delivery of required documents, operational information, pricing inputs, and internal approvals necessary for submission. PACR shall not be responsible for delays caused by client responsiveness, incomplete documentation, or changes in opportunity scope.
PACR reserves the right to prioritize proposal support based on submission timelines, readiness level, and strategic fit.
Entry Activation — $1,500
This service prepares operator-owned businesses to begin pursuing contract revenue opportunities with clarity and structure. Includes: contract positioning and registration readiness review, NAICS and service alignment guidance, identification of up to 3 suitable contract opportunities, education on proposal requirements, and review and feedback on one proposal submission.
Submission Builder — $3,500
This service supports businesses ready to actively pursue contract opportunities with structured execution support. Includes everything in Entry Activation, plus: support completing up to two proposal packages, opportunity filtering guidance based on win probability, submission discipline coaching and timeline enforcement, and pipeline tracking advisory.
Continuous Pursuit — $5,000
This premium service provides ongoing proposal acceleration support and contract pursuit discipline. Includes everything in Submission Builder, plus: continuous proposal acceleration support, review of contract opportunities prior to submission, guidance across multiple contract pursuits, and pipeline cadence management. Service applies for up to 90 days or five proposal submissions, whichever occurs first.
For Continuous Pursuit engagements, if a contract award is secured during the engagement period, PACR will receive a value-based success fee to be agreed upon prior to submission.
To the maximum extent permitted by law, PACR shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of profits or revenues, whether incurred directly or indirectly, or any loss of data, use, goodwill, or other intangible losses, resulting from (i) your use or inability to use the services; (ii) any conduct or content of any third party; or (iii) unauthorized access, use or alteration of your transmissions or content.
These terms shall be governed by and construed in accordance with the laws of the District of Columbia, without regard to its conflict of law provisions.
